Katana working time range is not reset to default inTime / outTime values on initial project open

Steps to reproduce
1) In Katana, create a new scene and set the workingIn/OutTime range found to the left and right of the timeline to a different number.
2) Save the existing scene and create a new scene (Ctrl + N)
3) Open the previously saved scene, observe the timeline in/out values are not reset to the in/outTime values defined in the Project Settings tab
Expected behaviour
The working in and out time should be reset to the in/outTime parameters when opening the scene
Actual behaviour
the working in and out time is loaded separately initially and ignores the in/outTime parameters when set to their default values (1 to 100)
Appears to work as expected if the in/outTime is modified from the default values (1-100) in the Project Settings tab.
Workaround
It is possible to open the file again from File > Open Recent and have the working time range be set correctly.
