Problem summary:
Certain 2D nodes open the 3D toolbar
This issue is known to affect the Roto, RotoPaint, Transform, Gridwarp, Cornerpin, Crop, VectorCornerPin, and BumpBoss nodes, but likely impacts other nodes.
It seems to be any nodes which open a 2D control even a NoOp with a 2D Position Knob added.

Steps to reproduce:
1) Launch Nuke and create a Roto a node in the Node Graph.
2) Observe in the Viewer that the 3D toolbar is displayed:
Expected behavior:
The 3D toolbar should only open if the 3D Viewer is active.
Actual behavior:
When the Properties are open for certain 2D nodes, the 3D toolbar will be displayed in the 2D Viewer. This seems to occur for any node with a 2D Position Knob, such as the following NoOp node:
Workaround:
Although there is no known workaround at this time to stop the 3D toolbar from opening, it is possible to prevent 2D Viewer hotkeys such as Q from being overridden by navigating to Edit > Preferences > Viewer Handles and setting 3D hotkeys to Nuke Classic:
