ID 569598 - Areas of the Katana viewer do not respond to events after an initiated overlay layer has been disabled

Problem summary
When the Render Delegate Toolbar is turn off there there are parts of the Viewer that become unresponsive to events such as using the mouse wheel to zoom, drag, select and manipulators.

Steps to reproduce
 

  1. On the viewer tab go to Display and disable the Render Delegate Toolbar
     
  2. Attempt to drag, zoom or select something on the top right

 
Expected behaviour
Navigation, selection and manipulation should work on the whole viewport regardless if the Render Delegate Toolbar is turn on or off.
 
Actual behaviour
When the Render Delegate Toolbar is turn off there are areas of the Katana viewer that do not respond to events.
 
Workaround
Unknown.
