Steps to reproduce
 
1) In Katana, create a group node and enable the edit user parameters option under the wrench icon in the Parameters tab.

2) Create a new toolbar under the user parameters, click the wrench icon next to the newly created toolbar and select Widget Options...

3) Add a few buttons and observe the parameters being obscured by the External Editor button with no way to scroll through.
 
Expected behaviour
All parameters should be accessible and not obscured.
 
Actual behaviour
Some parameters are obscured with several buttons with no way to scroll.
 
Workaround
You can resize the window to increase how much room the parameters have, but is limited by the monitor size.
