ID 427078 - Ref panels manually versioned up are offline in Avid

Problem summary
If a ref panel is versioned up its tag is not removed and it doesn't have media attached when published to Avid

Steps to reproduce

1)Import an AAF with a panel that didn't originate from Flix

2)Version up that panel in Flix

3)Publish a sequence revision

Expected behaviour
The panel should be Ref when it is published to Flix, but once it is versioned up it should not be a Ref. When the versioned up panel is published to Avid it should contain media for the panel.

Actual behaviour
The panel still shows as a Ref when it is versioned up and it doesn't contain any media when publishing it again to Avid.

Workaround
Export the panel and reimport it (make sure disable panel reuse is on)
