ID 587291 - Panels duplicated in Editorial do not relink if the original panel was pasted from a different Flix Sequence

Problem summary:
Panels duplicated in Editorial do not relink if the original panel was pasted from a different Flix Sequence
 
Customer reported version:
Flix 7.0.2
 
Customer reported platform:

Steps to reproduce:
1) Launch Flix and open an existing Sequence Revision.
2) Use Ctrl/Cmd+C to Copy a panel that has not previously been Published:

3) Create a new Sequence and Paste the panel into the new Revision:

4) Optionally, import or add another panel and save the Sequence Revision:

5) Publish this Sequence Revision to Editorial, and open the "_all.aaf" file in Avid.
6) Duplicate both panels on the Avid Timeline, which should now look similar to the following:

7) Import this sequence back into Flix, and observe how both the duplicated panels are assigned new IDs:

8) Publish to Editorial again and open the "_all.aaf" file.
Note: All of the media will be offline, but in previous versions of Flix only the non-duplicated panels would be offline:

9) Select the sequence in the Avid Bin, then Right-click and navigate to Relink > Managed Media:

10) Once Relinking has completed, observe how the duplicated panel that originally existed in a different Sequence does not relink and remains offline:

 
Expected behavior:
Panels from Flix should relink in Avid, regardless of their initial source Sequence.
 
Actual behavior:
If a panel was initially uploaded to Flix in Sequence A and then Copy/Pasted into Sequence B, duplicating that panel in Avid will create a clip with no media when the Sequence returns to Editorial.
 
Workaround:
Version up the affected panels in Flix and re-publish the Sequence Revision to Editorial to force media to be created for the duplicated panel.
