ID 478852 - Flix crops panels in a 239 show if using different aspect ratio

Problem summary

When importing panels from a different aspect ratio into a show using 2.39, Flix will crop the panels instead of scaling them and adding black bars on top and bottom

Steps to reproduce

1) Create a show with a 2.39 aspect ratio

2) Create a panel with a 1.77 template in Photoshop

3) Send the panel to Flix

Expected behaviour

The anel should come to Flix scaled down with black bars on top and bottom to fit the show aspect ratio - 2.39

Actual behaviour

The panel gets cropped to fit the aspect ratio of the show cutting out the sides of the image.
