Problem summary:
Video and Audio Tracks within Clips cannot be reordered

Steps to reproduce:
1) Launch Nuke Studio, then navigate to File > Import File(s)... and select some footage.
2) Right-Click the Clip and navigate to Open In > Timeline View
3) Press the "Alt+G" and "Alt+T" Hotkeys to create a Grade Soft Effect and then a Transform Soft Effect on separate Tracks.
4) Attempt to reorder the Tracks so the Grade Track is above the Transform Track, and note that this is not possible:
Expected behavior:
The order of Tracks inside Clips should be adjustable, in the same way Tracks in a Sequence can be reordered:
Actual behavior:
It is not possible to reorder Tracks if they are inside of a Clip, such as Tracks automatically created for Soft Effects.
Workaround:
No known workaround at this time.
