Problem summary
The Screen Space Action Axis does not always align perfectly to the viewport angle. The Screen Space Action Axis sometimes takes the geometry into account, and it shouldn't. You should never be able to see the Z-Axis; it should always be oriented directly towards the screen.

Steps to reproduce
 
1) Open Modo. Create a primitive cube.

2) Open the Action Center option menu, by holding CTRL + Left Click on the Action Center icon in the top toolbar.

3) Navigate to Axis > Screen. Make sure Screen is enabled.
 
4) Pick up the Move tool. (W). Select anywhere on the screen. You should only ever see two axes, but at certain angles you can see all three, which is incorrect. 
 


 
Expected behaviour
The axes should align themselves with the screen at all times.
 
Actual behaviour
Sometimes, it seems the axes take the geometry into account and will show the third axis, which is incorrect.

Unknown.
