Steps to reproduce
1) Launch Katana

2a) After Katana finishes launching on Windows, launch the Registry Editor and navigate to: Computer\HKEY_CURRENT_USER\Software\nul\OrganizationDefaults\katana. 

2b) After Katana finishes launching on Linux, navigate to ~/.config/dev/null/conf using the file explorer.

Expected behaviour
This preference file is not generated.

Actual behaviour
The preference file is created after attempting to save user preferences with no changes.

Unknown.
