Problem summary
Clicking on the "+" sign for a related panel under a ref panel creates an infinitely loading panel

Steps to reproduce
- Import 3 panels and publish to Avid.
- In Avid, place panel 1 on a higher track and extend the duration to overlap panels 2 and 3.
- Add an effect on panel 1.
- Publish back to Flix - in the Panel Browser, there should be 1 versioned-up panel with 3 related panels.
- Open the Versions/Related/Source dropdown.
- Click the "+" button on panel 1-1 (this will create a new panel that is versioned up, see outcomes).
- Click the "+" button on panel 2-1 or 3-1.
Expected Results
Clicking the "+" button should create a new panel from the related panel.
Actual Results
- Clicking the "+" button on v1 of the visible panel will create a new panel that is v2 (should be a new v1 panel)
- Clicking the "+" button on related panels 2-1 or 3-1 will create a new panel, that will not load. Unable to save.
