Problem summary:
Extra panels can appear when drag-and-dropping files into Flix using a Wacom Cintiq or similar devices

Steps to reproduce:
1) Launch Flix and open a Sequence Revision.
2) Using a Wacom Cintiq or similar input device, drag and drop a PSD file into the Panel Browser.
3) Observe how on occasion an extraneous panel can be added to the Sequence with an ID that is identical to an existing panel.
 
Expected behavior:
When dragging and dropping media into Flix, only the uploaded panels should be added to the Sequence Revision.
 
Actual behavior:
As demonstrated in the attached video, occasionally a duplicated panel will be added to the Panel Browser when dragging and dropping PSD files into Flix.
 
Workaround:
Clearing the Asset Cache and restarting the Flix Client seems to resolve the issue.
