Steps to reproduce

1. Create a panel in a new revision and publish
2. In avid, add an unsupported effect
3. import back to flix, should receive 'from' email, indicating panel has been versioned up
4. import the same file again

Expected behaviour
An email with 'no changes made' should be received

Actual behaviour
The revision will be the same with no versions up, however, the email will show the panel as new
