Problem summary
Monitor Out playback doesn't work if you disable audio in the preferences

On the Monitor Out display, the image will freeze, and in the Viewer the playback speeds up

This affects NDI, AJA and Blackmagic outputs, but not floating window

Customer reported version
hiero.14.1v5

Customer reported platform
rocky9

Steps to reproduce

1) Open Nuke Studio / Hiero

2) In Edit>Preferences>Performance>Hardware, set audio device to Disabled, and press OK

3) Close and reopen  Nuke Studio / Hiero to apply the setting

4) Import any footage and double click it to load it in the Viewer

5) Play the Viewer, is should playback normally

6) In Window>Viewer Monitor Out>Cog set the Device to NDI/AJA/Blackmagic and enable monitor out

7) Playback the Viewer, the playback will be 60fps, thought the FPS counter shows the default FPS, and the image won't update on the Monitor Out display

Expected behaviour
For monitor out to playback an image and the Viewer to play at the correct framerate

Actual behaviour
Monitor out image output freezes during playback and the Viewer plays back too fast:

Workaround
In the ~/.nuke/uistate.ini, set audio/disable to false
