ID 601575 - Replacing a Panel that had a camera move with the same panel without one will incorrectly version up the panel after an editorial round trip

Problem summary
Flix can version up panels if they have a camera move and the camera move is removed.

Steps to reproduce
 

  1. 1. Import a panel with a camera move from SBP.
  2. 2. Replace the panel with a still panel and version it up instead of creating a new panel ID(e.g. using the "import panel revisions" option in the panel browser).
    1. The versioned up panel is a still panel, but it still has the camera move.
  3. 3. Publish the panel to editorial.
  4. 4. In editorial, remove the camera move or remove the clip entirely and re-add it from the bin.
  5. 5. On publish back to Flix, Flix still thinks that the originally published panel has a camera move, and sees the incoming panel as having removed the camera move, so it determines that the panel has changed and versions it up.
 
Expected behaviour
After the panel is updated in step 2, Flix should see that it doesn't have a camera move. When the panel is published back (step 5) it should reuse the panel revision from step 5.
 
Actual behaviour
Flix versions up the panel.
 
Workaround
If there is a camera move on the panel, in step 2 create a new panel ID instead of versioning up the panel. This way, the new panel won't have the camera move information from the original panel.
