Steps to reproduce
 
1) With a tablet and Windows Ink enabled, launch Nuke

2) With the pen, middle click on the Node Graph and drag

3) The Node Graph should zoom in/out
 
Expected behaviour
The Node Graph should zoom in/out
 
Actual behaviour
Nothing occurs
 
Workaround
Disabling Windows Ink allows the middle click - zoom functionality to work.
