Problem summary:
Locked Roto/RotoPaint Layer Groups do not prevent shapes and strokes from being added to them

Steps to reproduce:
1) Launch Nuke and create a RotoPaint node in the Node Graph.
2) In the Properties panel, click the "+" button to add a new Layer Group.
3) Lock the Layer Group by clicking inside the Lock column.
4) Create some paint strokes or shapes, and observe how they are added to the locked Layer Group:


 
Expected behavior:
Attempting to add items or adjust the contents of a Layer Group should not succeed if the Layer is locked.
 
Actual behavior:
If a locked Layer Group is selected, new paint strokes or shapes can be added to that Layer Group. Additionally, dragging and dropping items into/out of a Layer Group will succeed even if the Layer Group is locked.
 
Workaround:
No known workaround at this time.
