ID 609435 - SBP import of static panels with a non-1920 width resolution will always generate MOVs

Problem summary
If you import an SBP project with only static panels that have a resolution that does not have a width of 1920 pixels, all of the panels will generate MOVs. The server will create thumbnails from the source media instead of the PSD file, even though it is not an animated panel.

Steps to reproduce

1. Open a show/sequence with 1.85 aspect ratio.
2. Import an SBP project where the panel/s are wider than 1920 pixels

Expected behaviour
The SBP import should not generate MOVs and only import static panels.

Actual behaviour
The SBP import generates MOVs for all panels wider than 1920 pixels.

Workaround
Change the SBP project to use 1920 pixel wide panels.
